Mr. Tumur Amarsanaa) เอกอัครราชทูตมองโกเลียประจำประเทศไทย นางอุรีรัชต์ เจริญโต อธิบดีกรมความร่วมมือระหว่างประเทศ พันเอกหญิง รองศาสตราจารย์ ดร.นันทพร วีรวัฒน์ ที่ปรึกษาโครงการส่วนพระองค์สมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี และนางสาวปทุมวดี อิ่มทั่ว อัครราชทูตที่ปรึกษา (ฝ่ายเกษตร) สำนักงานที่ปรึกษาการเกษตรต่างประเทศ สถานเอกอัครราชทูต ณ กรุงปักกิ่ง ร่วมเป็นสักขีพยานและกล่าวแสดงความยินดี
DRRAA-Mongolia teamed up to mutually boost capability in natural disaster mitigation with weather modification technology.
The Department of Royal Rainmaking and Agricultural Aviation (DRRAA) signed the Joint Action Programme for Technical Cooperation on Weather Modification with the National Agency for Meteorology and Environmental Monitoring (NAMEM) of Mongolia. This Joint Action Programme (JAP) focuses on the exchange of expertise and experience to mutually enhance efficiency of the current weather modification technology, increase drought mitigation capability, and reduce risks of natural disaster for the sustainable well-being of both countries.
On 27 September 2021, Dr. Surasri Kidtimonton, DRRAA Director-General, and Mr. Enkhtuvshin Sevjid, NAMEM Director-General, signed the Joint Action Programme for Technical Cooperation on Weather Modification via the virtual ceremony with honorable witnesses comprising H.E. Mr. Tumur Amarsanaa, Ambassador of Mongolia to the Kingdom of Thailand; H.E. Mrs. Ureerat Chareontoh, Director-General of the Thailand International Cooperation Agency; Col. Dr.Nantaporn Viravathana, Advisor to the Office of Her Royal Highness Princess Maha Chakri Sirindhorn’s Projects; and Miss Pathumwadee Imtua, Minister Counselor on Agriculture, the Office of Agricultural Affairs of the Royal Thai Embassy in Beijing.
Dr. Surasri Kidtimonton, DRRAA Director-General, stated that the Joint Action Programme would continue to be in effect for a period of three years. This cooperation between DRRAA and NAMEM includes the exchange of knowledge and expertise on weather modification to strengthen skills of personnel through study visits, training, and collaborative research programme. The goal is to mitigate and reduce impacts of disaster towards the well-being of people and sustainable resources in both countries. The JAP is under the Memorandum of Understanding between the Government of Mongolia and the Government of the Kingdom of Thailand on the Establishment of the Consultative Body on Bilateral Cooperation signed in Ulaanbaatar on 28th April 2013.
The collaboration on weather modification between Thailand and Mongolia started in 2014 when Mongolia expressed interest in the Royal Rainmaking technology initiated by His Majesty King Bhumibol Adulyadej The Great, and informed the Office of His Majesty’s Principal Private Secretary of a request to Her Royal Highness Princess Maha Chakri Sirindhorn for supporting the arrangement of the training on Royal Rainmaking technology for the Mongolian representatives. Subsequently, executives and specialists from both DRRAA and NAMEM made exchanged visits to share knowledge and expertise between 2014 – 2018. Furthermore, DRRAA invited NAMEM’s officers to join the training courses on Royal Rainmaking technology in 2019.
Both Mongolia and Thailand realize that weather modification is one of the important technologies to battle climate change in the long run, as the devastating consequences of extreme weather become more apparent on a global scale with increasing frequency of natural disasters. By combining knowledge and expertise, DRRAA and NAMEM can accelerate the development and integration of weather modification technology, with the support from the Office of Her Royal Highness Princess Maha Chakri Sirindhorn’s Projects and the Thailand International Cooperation Agency.
Dr. Surasri Kidtimonton concluded that the cooperation implementation conforms to the DRRAA weather modification operation plan in area of weather modification effectiveness enhancement by promoting both internal and international cooperation. The cooperation between the two countries aims at the exchange of weather modification technology to be applied for drought and disasters mitigation enhancement in both countries. It could continue, preserve, and build upon the Royal Rainmaking Project and disseminate to other countries the Royal Rainmaking Technology developed by the “Father of Royal Rain.”
